Ukraine was preparing to launch the electronic residency program for foreign entrepreneurs designed to position the country as a digital business ecosystem. However, due to a complex geopolitical context and the need to update legislation, the launch had to be postponed. Our task was to conduct new audience and market research and build a strong strategic foundation for an international rollout.
We started with the global landscape, analyzing how e-residency programs operate worldwide, what attracts entrepreneurs, and what barriers discourage participation.
Next, we explored the target audience in depth: studying motivations, concerns, and expectations, and identifying key entrepreneur segments for whom the program would deliver the most value.
Based on these insights and Ukraine’s inherent strengths, we developed:
a unique value proposition highlighting the advantages of the Ukrainian jurisdiction and digital infrastructure;
a communication strategy tailored for international markets and ready for global scaling.

The uResidency program successfully attracted over 100 users during its beta-testing phase. In September 2024, during IT Arena, the program was officially launched, bringing Ukraine even closer to the global community of entrepreneurs.
